Introducing the Book "Auditing the Process Safety Management System"
The American Institute of Chemical Engineers has a thirty-year history of involvement in loss-control and process-safety matters in the chemical, petrochemical, and hydrocarbon process industries. The publications and proceedings of AIChE are information resources for the chemical engineering profession, based on the causes of process events and the tools for preventing their consequences or mitigating their consequences. The Center for Chemical Process Safety (CCPS), a directorate of AIChE, was established in 1985 to develop and publish technical information for use in the field of preventing major chemical process events. With the support and guidance of the advisory and management boards of the Center for Chemical Process Safety, a sophisticated program for overseeing process safety management systems in industry was endorsed in order to reduce the exposure of people and the environment to hazardous materials. More than 80 companies from all parts of the various industries provide the process of investment and professional experience for this center's activities. CCPS published guidelines for the technical management of chemical process safety that describe a model for a safety management system comprising twelve distinct and essential factors. The introduction to that project declares that, for the first time, all the essential factors and components of a model technical-management program in the field of chemical process safety have been gathered together in a single document in an integrated manner. We believe that these guidelines provide an umbrella under which all the other technical guidelines of the Center for Chemical Process Safety will be promoted. One of the twelve factors in the model developed in the guidelines for the technical management of chemical process safety is corrective actions and audits, which is the subject of this book. The aim of this book is to provide essential information for developing an audit program to ensure that the factors of the process safety management system are correct and operational—that is, it provides guidance for auditing the other factors in a comprehensive process safety management systems audit program. A precise audit program for PSM systems can strengthen the impact of the overall process safety system. Auditing is a main and applicable part of the process safety management program, because its aim is to verify that the process safety management system is appropriate and operates effectively. The audit factor also requires that there be an appropriate management system to ensure that it operates effectively—in particular, that it tracks the factors of work activity. Another important point is that auditors have the skills and precise tools for an effective audit. Comprehensive audits of process safety management systems can be carried out using different approaches. This book provides solutions for developing audit programs to meet the needs of many companies, from small businesses to international corporations. This book controls some of the main skills, techniques, and tools that are fundamental to auditing, and some of the desirable features of process safety management systems that an auditor should look for in an organization's programs. The information that must be gathered and evaluated during an audit differs considerably across facilities as well as different processes. The information an auditor is seeking may exist in more than one location or may not be cited. Therefore this book provides a guide to the information an auditor may need to review and prepares what they are seeking. Regardless of the approach and techniques used to conduct audits of process safety management systems, the operability and systematic nature of the audits and their being conducted periodically are the most important aspects of this system. This book contains useful information for experienced auditors and for those who develop audit programs. It also presents new technological techniques and methods that should be useful to auditors in the process industries.
