Risk assessment and management means identifying hazard factors, consequences, severity, and the probability of a consequence occurring, which must be prioritized among several different hazards for appropriate control. Since fire has been and is one of the challenging safety issues, decision-making based on fire risk requires not only the technically challenging steps of estimating fire hazard, but also the identification of an acceptable level of risk, which is more of a philosophical task than a technical one. This method was developed as a tool to help fire-protection engineers define a suitable and cost-effective fire-safety concept for new or existing buildings, as a result of a 30-year search starting in 1975. Unlike building codes, which are mainly designed to ensure safe escape or rescue routes for occupants, this method also targets the protection of the building, the equipment, and the activities within it. This method can also easily be used to assess fire risk in existing situations and to find out whether alternative designs have comparable performance. This book has been written in 5 chapters: fundamentals of fire-risk assessment, fire-risk indexing, the fire-risk assessment method for engineering, the differences between the FRAME fire-risk assessment method and other standards, and the definitions and basic equations of the FRAME method.
