Book Review: Principles of Crisis Management in the Oil, Gas and Petrochemical Industries

The ever-increasing growth of the oil, gas, and petrochemical industries, and the inherent potential for harm to people, the environment, and equipment, has caused the matter of Health, Safety, and the Environment (HSE) to be addressed systematically in all phases involved in building an industrial unit, including site selection, installation, commissioning, and operation. Fortunately, in recent years we have witnessed an increase in activity in the field of safety engineering and its related disciplines, as well as specialists' interest in conducting research in this area, and in the scope of services of the relevant projects, matters related to HSE considerations have always been taken into account by employers and contractors in the basic and detailed study phases and during construction. But despite all the effort devoted in this area, the statistics on casualties and losses caused by accidents indicate the need for a deeper and more scientific attention to the subject of HSE. The question that arises here is whether, with all the considerations applied in the field of HSE, it is still necessary to prepare for emergency conditions. The answer is that all the techniques used are foreseen in the form of protective layers, and accident statistics show there is a high probability that one or more layers will fail at the time of an accident; therefore it is logical for the principles of emergency preparedness and response to be foreseen and operationalized for all process and industrial units. The present book has been prepared using references related to the principles of emergency preparedness and response and the authors' several years of experience in the field of chemical industries, and in brief comprises the main parts: prevention, preparedness, response, and post-response operations. In all parts of the book, an effort has been made to explain the principles of crisis management in the oil, gas, and petrochemical industries in a scientific and engineering manner, drawing in particular on credible references such as the Loss Prevention series and the CCPS Guidelines.
